Comprehensive Plan
The Village's Balanced Growth Comprehensive Plan uses balanced growth principals to identify the growth issues facing the Village of Winnebago and those instances where an opportunity to enhance the community or address an issue may exist. Balanced Growth is about ensuring that the community accommodates growth in a way that is economically sound, environmentally responsible, inclusive of all service providers, supportive of community livability, and enhances the quality of life.
Strategic Plan
The Village’s first Strategic Plan outlines a vision for the future, developed in partnership with Northern Illinois University’s Center for Governmental Studies. Shaped by community input from businesses, residents, and civic organizations, as well as staff and board collaboration, the plan sets priorities for economic growth, infrastructure, and service delivery. It provides a roadmap for decision-making and accountability, ensuring that Village goals remain focused, measurable, and responsive to resident needs.
